Before this, only Evasi0n jailbreak was the only tool to jailbreak iOS 6.1.2 or older 6.x firmware version. But some exploits used in Evasi0n were patched in iOS 6.1.3 and iOS 6.1.4.
iOS 6.1.4 was released for iPhone 5 only and it didn’t bring any major changes but small bug fixes. iOS 6.1.4 jailbreak was not possible until now because even Evad3rs, the team behind evasi0n has decided to not work on it. Thanks to Winocm that the future of iPhone 5 iOS 6.1.4 jailbreak looks bright.

It means the exploit that he holds, applies to iPhone 5 running iOS 6.1.4 firmware. For those unfamiliar, Cydia is a jailbreak store and one can install it on and iPhone only after jailbreaking it.
